Board Members

Nicholas Le Pan - Chair

Mr. Le Pan was appointed as CPAB’s Chair on April 15, 2008. Prior to this, he served the Office of the Superintendent of Financial Institutions (OSFI) in key roles, including Superintendent of Financial Institutions from 2001 to 2006, and Deputy Superintendent from 1995 to 2001. Before this, he was a senior officer in the federal Department of Finance. Most recently, he acted as a Senior Expert Advisor to the Commissioner of the RCMP, recommending ways to improve the work of the force's integrated market enforcement teams against white-collar crime.


Ian Bourne, F.ICD, ICD.D

Mr. Bourne has been the Chair of the Board of Ballard Power Systems Inc. since February 2006. He is currently also a Director of the Canada Pension Plan Investment Board, Canadian Oil Sands Trust, SNCLavalin Group and Wajax Income Fund and Wajax Limited. In addition, he currently sits on the boards of a number of not-for-profit organizations. Mr. Bourne is formerly the Executive Vice President and Chief Financial Officer of TransAlta Corporation. Prior to this, he held a number of senior management positions with General Electric and Canada Post Corporation.


Kenneth Crump

Mr. Crump is the Past Chair of the Board of Trustees of Coast Wholesale Appliances Income Fund and Vice Chair of the Board of Community Living British Columbia, a provincial crown agency, where he serves as Chair of the Finance and Audit Committee. He spent nine years with BC Telecom Incorporated serving as Senior Vice President of Corporate Services and Chief Financial Officer and Treasurer from 1995 to 1999. Prior to this, he held a number of senior management positions with Microtel Limited. He has also been involved with a variety of other boards.


Guy Fréchette, FCA

Mr. Fréchette was Vice Chairman and member of the Executive Committee at Ernst & Young Canada and Managing Partner for the Province of Québec until 2008. Mr. Fréchette currently sits on several boards including the Montreal Symphony Orchestra, Endowment Fund. He has been a Board member of École des Hautes Études Commerciales (HEC) since 1999. He also serves as a Board member for the CEPSUM of Montreal University, and Fonds Ville-Marie and President of the Foundation for Mental Illness (Quebec) Inc. Mr. Fréchette is a past President and Chairman of the Board for the Montreal Board of Trade.


Sheryl Kennedy

Ms. Kennedy is the CEO of Promontory Canada, an affiliate of Promontory Financial Group, a global consulting firm to the financial services industry, providing strategy, risk management, and regulatory advice. She was the Deputy Governor of the Bank of Canada from 1994 to 2008 and chaired the Markets Committee at the Bank for International Settlements in Basel, Switzerland from 2003 to 2006. She served as Senior Advisor for international strategy for Scotiabank in 2006. Prior to the Bank of Canada, Ms. Kennedy worked in the federal Department of Finance and served as Finance Counselor at the Canadian Embassy in Paris, France.


Gary Porter, CA, FCGA

Mr. Porter is the retired co-founder of the public accounting and consulting firm of Porter Hétu International. Prior to this, he was elected to the Ontario CGA Executive in 1986, became President of CGA Ontario in 1992 and Vice President of CGA Canada in 1994. Mr. Porter also served as the Chair, Investment Committee and a member of Audit & Actuarial Committee during his service on the Board of Directors of the Ontario Teachers’ Pension Fund.


Jocelyn Proteau

Mr. Proteau chaired the Board of Standard Life Assurance Company of Canada and Standard Life Financials Inc. from 2005 to May 2009. He also chaired the Board of Standard Life Trust from 2003 to 2009. Prior to Standard Life, Mr. Proteau was the Chair and CEO of Fédération des Caisses Desjardins de Montréal-et-de-l’Ouest-du-Québec from 1989 to 2001. In addition, he is currently Chair of the Board of Trustees of BTB Real Estate Investment Fund and a member of several Boards including 20\20 Technologies, CO2 Solution Inc, Familiprix, HEC Montreal and Richelieu Hardware.


Alain Rhéaume

Alain Rhéaume has more than 25 years of experience in senior management positions in both the public and private sectors. Before starting out on his corporate career, he was associate deputy minister and subsequently deputy minister of Finance for the Government of Québec, where he oversaw the privatization of various assets and companies. Mr. Rhéaume then went on to join Microcell Telecommunications where, over a period of almost 10 years, he held a succession of positions, namely chief financial officer, executive vice-president, and then president and chief operating officer.


Peter W. Roberts, FCA, CPA, ICD.D

Mr. Roberts retired as the Chief Financial Officer of Sierra Wireless, Inc. in 2004. As well as chairing various committees, he is the former President of the Institute of Chartered Accountants of British Columbia. Mr. Roberts currently is the Vice Chair Risk Oversight and Governance Board for the Canadian Institute of Chartered Accountants. In addition, he currently sits on the boards of Cardiome Pharma Corp and Webtech Wireless.


Benita M. Warmbold, FCA

Ms. Warmbold is Senior Vice President and Chief Operations Officer at the Canada Pension Plan Investment Board. Prior to joining CPP Investment Board, Ms. Warmbold was Managing Director and Chief Financial Officer of Northwater Capital Management Inc., and prior to that held senior positions with Canada Development Investment Corporation and KPMG. Ms. Warmbold is active on several boards, including Canada Development Investment Corporation, Queen’s School of Business Advisory Board, Toronto Financial Services Alliance and Alzheimer Society of Toronto. She is also a member of the Audit Committee of Queen’s University.
